No. Designation is a legislative act taken block by block, so old houses sit outside districts and boundaries run between neighbours.

That is evidence about their house. Boundaries can run along a street or between two lots.
If You Are Inside a District
Do I Need Permission to Repair?
A permit is required before any work affecting the exterior appearance of a resource, and work includes repair by definition.
Does the Back of the House Count?
Yes. The commission reviews any work to the exterior and does not distinguish as to the location of the work.
Can I Board It up First?
Ask about delegated minor classes of work. A commission may delegate certificates for specified minor work to staff or the building inspector under written standards.
What If the Commission Refuses?
You may not legally undertake the exterior work, including demolition, unless the decision is appealed and modified or set aside. Appeal lies to the State Historic Preservation Review Board and then to circuit court.
Does Designation Lower My Value?
Studies comparing designated districts with comparable undesignated areas find values do not decrease and typically increase. In Heritage Hill they rose 1200 per cent between 1974 and 2002.

Do I Still Need Permits to Rebuild?
Ordinary building permits, yes, from whichever municipality holds the parcel. That is a different question from a certificate of appropriateness.

The parcel record names it. A Grand Rapids postal address does not mean the city of Grand Rapids.
