The Local Historic Districts Act reaches a property only where the local unit has established a district covering it. That is a legislative act taken block by block, so it does not follow neighbourhood names, building age or distance from downtown.

The Physical Question Is Everywhere
Water entering a fire-damaged structure freezes, expands and thaws repeatedly through a Michigan winter. Charred timber that could have been assessed and retained in autumn frequently cannot be by spring.
